The MVP uses encrypted storage, hashed lookup values, role-based Odoo access, short-lived delivery tokens, consent records and immutable audit events.

Prototype note: production government deployment still requires independent security testing, legal/privacy review, hardened infrastructure and approved identity/SMS/marketplace credentials.
